Procured through the Designed For Life : Building For Wales framework, the replacement of the child and adolescent centre, Cedar Court, was high on the Trust´s agenda due to the impending expiration of the lease for the then current facility.

As lead health planner for the Laing O´Rourke supply chain commissioned by the Trust, Geof Beesley completed the submission of the OBC and delivered the Full Business Case once OBC approval had been achieved. Welsh Health Estates, in common with all projects delivered through the Designed For Life: Building For Wales framework, opted for the 5 Case Model for the Full Business Case. Working with the supply chain´s QS and Project Leader from Laing O´Rourke as well as the Trust´s Project Manager, the FBC was produced to meet the overall approval deadline of April 2008. In the words of the Welsh Health Estates advisor, Joe Flanagan, who is also the co-author and designer of the 5 Case Model, this piece of work was an "exemplar FBC".

The project commenced on site as planned and was completed by August 2009. It is now fully operational.
