Procured through the Frameworks Scotland procurement route, the new Grampian Cancer Centre for the Aberdeen Royal Infirmary is set to be completed by 2016.
As part of the initial planning stage, Fusion Health LLP, headed by Adrian Vickers for capacity planning and Geof Beesley/Virginia de Vere for capital development, produced the detailed clinical specifications and capacity planning to inform both the OBC and master planning studies, leading to eventual 1:200 development for the new cancer centre.
The key components of the cancer centre included radiotherapy, out patient and day therapy clinics, in patient ward accommodation and clinical support facilities, including an aseptic suite.
As with many health projects, this project was constrained from the outset both financially and in terms of time. Fusion Health developed a series of "outline" functional statements to rapidly but accurately inform the master planning process but with minimum time inputs to protect the project budget. Fusion Health also used the 5 Case Model to plan and programme the development of the outline business case. This enabled the Board to develop the required documents for presentation to Scottish Government, again with minimal external project support for budgetary protection.
The capacity development element of the project involved the validation and correction of existing capacity plans to form a far more robust model for both in patient and out patient activity. The modelling process was undertaken simultaneously with the generation of functional statements/clinical specifications to protect the time budget, requiring a seamless work stream between the capital development and financial development work streams.
